Forbes Fintech 50 Firm Novo Chooses Delaware as Expansion Site

Florida-based fintech platform for small businesses plans to grow as part of the Wilmington financial services hub

Novo is headquartered in Miami and recently opened a U.S. location in Wilmington. In Delaware, the company is operating from the Stat International space on Orange Street. Novo has hired a dozen employees since May and will continue to grow the office in the coming years.

Novo’s decision to choose Delaware for its expansion further confirms the state’s status as a hub for financial services and fintech companies. Companies with recent Delaware expansions include Ally Financial, City National Bank, Goldman Sachs and JPMorgan Chase.

High-Tech Machine Given First MISI Grant

Delaware’s First-Ever Modernization Investment Support Initiative Grant Will Help High-Tech Machine Company Remain Competitive

Wilmington-based precision machine business approved for up to $219,525 in MISI funding toward nearly $1.1M in equipment upgrades


WILMINGTON, Del. – A 32-year-old precision machine company in Wilmington has received the first grant from a pilot program aimed at helping Delaware businesses evolve and remain competitive within their industries.

High-Tech Machine Company Inc. was approved for up to $219,525 in funding from the Modernization Investment Support Initiative (MISI), which was created earlier this year. The MISI grant will help High-Tech Machine make almost $1.1 million in equipment upgrades that are necessary for the CNC machining and Wire EDM company to retain current contracts, compete for new contracts and maintain its 17 full-time employees.

“This is a homegrown Delaware startup that will use this grant to upgrade equipment,” said Governor John Carney. “This is what the Modernization Investment Support Initiative is designed to do – help companies like High-Tech Machine stay competitive and grow in the First State.”

Demand for CNC and EDM products has grown steadily in recent years, much of it from the aerospace and defense; medical imaging; instrumentation; and oil and gas sectors. Small shops like High-Tech Machine play a key role in the U.S. and global supply chain for these increasingly complex components – for which even miniscule variations in size or shape carry significant consequences – while also providing well-paying industry jobs.

High-Tech Machine offers customers a single source for complete turnkey products and processes for all aspects of projects, including machining, furnace brazing, plating, painting, heat treating, anodizing, silk screening and assembly. The bulk of the company’s revenue is from outside Delaware, with current clients in Maryland, Pennsylvania, New Jersey, Virginia, West Virginia, Massachusetts, Maine, Ohio, North Carolina, South Carolina, Florida, Texas, Arizona and California.

“This is exciting news for New Castle County and the State of Delaware,” said New Castle County Executive Matt Meyer. “High-Tech Machine is a proud Delaware company from a Delcastle High graduate, and we’re proud of their continued success.”

High-Tech Machine owner and President Neal Crosley completed studies at Delcastle High School and Delaware Technical Community College before working as a machinist for 10 years and then founding his company in 1991. Since then, High-Tech Machine has grown into a 10,000-square-foot facility with 20 machining centers, most of which are now 15 to 20 years old. High-Tech Machine’s MISI funding will help support the purchase of 5-axis machining centers, 4-axis horizontal machining centers and quality-control equipment that make them more efficient and are already used by the company’s competitors.

“We knew we had to increase capabilities and modernize our facility to remain competitive,” Crosley said.

Delaware Prosperity Partnership (DPP) connected with High-Tech Machine earlier this year as part of DPP’s existing business engagement program. DPP supported High-Tech Machine’s MISI funding request to the state Council on Development Finance, which voted to recommend support for High-Tech Machine during its December 11 meeting.

DPP had partnered with the state Division of Small Business earlier this year to propose MISI to help existing Delaware companies preemptively avert or reduce future potential risks to jobs and operations. In August, CDF members approved use of up to $5 million from the Delaware Strategic Fund for the MISI pilot program.

RiKarbon Chooses to Grow in Delaware

Homegrown environmental solutions firm RiKarbon chooses to continue growing in Newark, Delaware

Expansion of early-stage business focusing on carbon capture and utilization includes quadrupling lab space and creating 12 new full-time Delaware jobs


WILMINGTON, Del. (October 23, 2023) – RiKarbon Inc., an early-stage company specializing in developing innovative technologies for carbon capture and utilization, has chosen to continue growing in its hometown of Newark, Delaware, with an expansion from its Delaware Technology Park incubator space to nearby Delaware Industrial Park.

RiKarbon was founded in 2018 with support from a federal Small Business Innovation Research Grant from the Department of Energy and a mission to develop and commercialize sustainable proprietary technologies that capture and repurpose carbon emissions. The company has grown steadily since then, winning a 2019 Tech Connect Innovation Award, receiving several Delaware Technology Innovation Program Grants and outgrowing its 600 square feet of laboratory space in the startup incubator of Delaware Technology Park.

To maintain the momentum of its growth so far, RiKarbon will renovate and fit out 2,540 square feet of new chemical research and development lab space in a former electronic device manufacturing facility on Dawson Drive in Delaware Industrial Park. The company also will add 12 full-time positions to its current roster of six full-time employees and two part-time employees.

“We’re pleased that RiKarbon Inc. – a recognized leader in carbon capture – has chosen to expand in Delaware,” said Governor John Carney. “The company that started in a Delaware Technology Park incubator space will quadruple its square footage and add full-time jobs to continue to make Delaware a leader in the environmental space.”

The larger facility and staff will allow RiKarbon to continue its commercial scaleup of 100% bio-based oils for emollients to formulate personal care products, bio-poly-alpha-olefin base oils for performance lubricants, products for upcycled plastics manufacturing and other cost-competitive offerings for domestic and international markets. A recently announced partnership with BASF – the world’s largest chemical producer – includes bringing one of its emollient products to market by 2024. The company also has received letters of intent from global customers to deliver products and is now raising investment funding to do so.

Delaware Prosperity Partnership supported RiKarbon’s request to the Council on Development Finance for a Graduated Lab Space Grant of up to $34,000 and a Jobs Performance Grant of up to $26,000 from the Delaware Strategic Fund. Distribution of these grants is dependent upon the company meeting commitments as outlined to the CDF, which reviewed and approved RiKarbon’s request.

“We are recreating similar ingredients that we use every day in our shampoo, conditioner, facial products or automotive engines, but making them in a socially responsible way from organic wastes that are causing environmental challenges globally,” said Basudeb Saha, president and CEO, RiKarbon. “It is very satisfying that we are able to deliver green and upcycled products to our customers to promote health and environmental efficacy while tackling climate challenges.”

Evernorth Will Grow Accredo In Delaware

Evernorth Health Services to Expand Operations in Delaware with New 200,000-Square-Foot Specialty Pharmacy and Distribution Facility

WILMINGTON, Del. –  Evernorth Health Services, The Cigna Group’s health services business, has chosen Newark, Delaware, as the location of a new approximately 200,000-square-foot specialty pharmacy and distribution facility. Within the facility, Accredo, Evernorth’s specialty pharmacy, will dispense lifesaving medications to patients across the Northeast. Additionally, Evernorth intends for its specialty pharmaceutical distributor, CuraScript SD, to operate from the facility alongside Accredo and distribute specialty medications to health care providers who treat rare and complex conditions.

The Newark, Delaware, facility will expand and replace Accredo’s existing location in New Castle, Delaware, which it has operated since 2007. The facility will be staffed by nearly 90 existing Delaware employees consisting of pharmacists, pharmacy technicians, warehouse associates, operations staff and more. Evernorth anticipates more than doubling the number of Delaware employees at the Newark facility over the next several years. These employees are dedicated to supporting patients diagnosed with some of the most rare and complex conditions known today, as well as providers who help treat these patients.

PCOnline Spinoff EtailFlow Chooses DE

PCOnline Chooses Newark, Delaware, for Location of Strategic Spinoff for Supply Chain Management

EtailFlow expansion creating at least 45 new jobs over next three years


WILMINGTON, Del. – EtailFlow LLC, a supply chain management company created as a strategic spinoff from Delaware-based national ecommerce leader PCOnline earlier this year, will grow its operations alongside its parent company in Newark, Delaware.

PCOnline leadership actively searched sites in Delaware and throughout the region for a new location to grow EtailFlow before selecting space adjacent to its 80-employee headquarters in Prides Crossing off Route 4. The EtailFlow facility will feature a fulfillment center; a fully customized ERP system, including a smart warehouse; fulfillment of Seller-Fulfilled Prime orders; Fulfilled by Amazon preparation services; direct business-to-consumer orders; purchasing agent services; and return processing services.

With this breadth of services and a pipeline of business with projected year-over-year revenue increases of 20%, EtailFlow plans to add at least 45 jobs to its current Delaware staff of two during the next three years. These full-time positions will include warehouse staff, technicians, workshop operators and logistic specialists.

PCOnline was founded in a home garage in Newark by two University of Delaware graduate students in 2015 as an ecommerce business to resell computers on Amazon. Since then, the company has become the top Amazon reseller in the PC category and expanded onto the Walmart Marketplace and Newegg Marketplace platforms while developing relationships with most major computer manufacturers.

PCOnline grew nearly 300% in revenue from 2020 to 2022. In recognition, the company received a 2022 Blue Hen 17&43 Award as the fastest-growing company led by UD alumni and ranked #3 on the 2022 Philadelphia100 Forum 100 Fastest Growing Companies list.

As part of that growth, the company expanded from its focus on ecommerce to providing additional supply chain services. In 2023, the decision was made to spin off those services – distribution, logistics and warehousing – from PCOnline’s main business into EtailFlow.

Agile Cold Chooses DE for $170M Facility

Agile Cold Storage Chooses Delaware for $170M Cold-Storage Facility that will Bring 130 New Jobs to Claymont over Next Five Years

WILMINGTON, Del. – Georgia-based Agile Cold Storage has chosen Claymont, Delaware, as the location for a 275,000-square-foot cold-storage facility to help meet growing demand from North American food manufacturers, processers and growers. The project will create 130 new jobs and involve capital investment of more than $170 million over two phases across the next five years.

Agile Cold specializes in blast freezing, layer/case picking, cross docking, export services, tempering and e-commerce and offers automation in warehouse receiving, storage and shipping and a multi-temperature storage network suitable for a wide variety of inventory. The company’s Agile Cold Claymont division will locate in First State Crossing, a currently brownfield property that previously was a steel mill, along Naamans Road.

Positions there will include management and supervisors, general laborers, forklift operators, inventory control, customer service and maintenance. Additional jobs are likely to be added by partner service providers associated with the facility.

“We are excited that Agile Cold Storage is choosing Delaware for its next facility. This will create good jobs and economic investment in Claymont,” said Governor John Carney. “Their operations will build on Delaware’s strong foundation in food manufacturing and transportation, helping our region’s supply chain.”

The company, which was founded in 2020, operates two facilities in the Metro Atlanta area and is planning a third in Macon. Adding an automated multi-temperature warehouse in Delaware will allow Agile Cold to expand into the Mid-Atlantic and Northeast markets and help meet growing proximity-related demands for fresh, refrigerated and frozen foods and more frequent deliveries. It also will provide much-needed modern infrastructure to a food supply chain challenged by aging, outdated and energy-inefficient cold storage that lacks the height, column spacing and multi-temperature zones required by modern food suppliers.

In addition, the project will bring long-sought investment and industry to Claymont – a community still affected by past industrial closings. It also will support business at the Port of Wilmington and future operations at the proposed port expansion at Edgemoor.

Delaware Prosperity Partnership engaged with Agile Cold over the last year as it considered possible sites in Delaware and surrounding states for its Northeast/Mid-Atlantic expansion. Today, DPP supported the company’s request to the Council on Development Finance for a Jobs Performance Grant of up to $510,500 and a Capital Expenditures Grant of up to $4.05 million from the Delaware Strategic Fund. Distribution of these grants is dependent upon the company meeting commitments as outlined to the CDF, which reviewed and approved Agile Cold’s request.

BSDE Call Hub Creating 227 Delaware Jobs

Nonprofit Chooses Wilmington, Delaware, for $2.3M Medical Scheduling Center That Will Create 227 Jobs for Economically Vulnerable Individuals While Helping with Post-Pandemic Staff Shortages

BlindSight Delaware Enterprises plans regional hub to train and employ Delawareans with visual and other disabilities, Delaware veterans and statewide Promise Communities residents in on-site and remote positions


WILMINGTON, Del. – Blindsight Delaware Enterprises (BSDE), a 501(c)(3) nonprofit social business enterprise founded in 2021, has chosen Wilmington, Delaware, as the site for a $2.3 million regional medical scheduling hub that will train and employ more than 225 Delawareans with economic vulnerabilities while helping to alleviate staffing shortages created by the COVID-19 pandemic.

BSDE’s call center will be located in the CSC Station coworking space, which is adjacent to Joseph R. Biden Jr. Railroad Station in downtown Wilmington. It will provide on-site and fully remote jobs to Delawareans with physical and socioeconomic challenges while serving healthcare providers throughout Delaware and beyond and generating revenue to support local social service programming.

“The BlindSight Delaware Enterprises medical scheduling hub will not only create more than 200 good jobs for economically vulnerable Delawareans, but also will help solve a healthcare staffing problem to support services for our state’s blind and visually impaired residents,” said Governor John Carney. “This project builds on Delaware’s strong healthcare foundation and is a great example of how innovative Delaware’s business and nonprofit communities are.”

BSDE will hire 227 Delawareans who are blind or visually impaired, have other disabilities, are military veterans and/or live in economically disadvantaged Promise Communities in New Castle, Kent and Sussex counties by the end of 2025. Most of these employees will be full-time medical schedulers, whose duties will include scheduling and confirming appointments, answering questions, providing directions and reminders and resolving problems for patients of Beebe Healthcare and other providers that contract with BSDE.

Nationwide, the demand for medical schedulers has increased dramatically since the COVID-19 pandemic escalated turnover in hospital staffing. BSDE’s call center will help solve this problem in Delaware while also helping to alleviate underemployment among some of the state’s most economically vulnerable populations and generate income to support other social service programming for local residents who are blind or visually impaired.

Delaware Prosperity Partnership has worked with BSDE for several months as the organization has explored programs to enable these plans. Today, DPP supported BSDE’s application to the Council on Development Finance for a Jobs Performance Grant of up to $608,000 from the Delaware Strategic Fund. Distribution of grants from the Delaware Strategic Fund are dependent on the company meeting commitments as outlined to the CDF, which reviewed and approved the organization’s request.

Agilent Investing $22M in Delaware Site

Agilent Chooses Delaware for $22M Investment in Manufacturing to Meet Growing Demand for Biopharma Consumables

Investment in Newport facility will support economic and job growth over next decade


WILMINGTON, Del. – Agilent Technologies Inc., a global leader in analytical instrumentation development and manufacturing and one of Delaware’s largest private-sector employers, has chosen to modernize and expand its Newport, Delaware, manufacturing facility to meet growing global demand for its biopharma consumables.

Agilent plans to invest nearly $22 million to increase the capacity of its lab-based manufacturing site in Newport, leasing 12,000 square feet adjacent to its existing facility and fitting out 9,900 square feet as lab space with new infrastructure, equipment and instrumentation. Over half of the remaining square footage will become a warehouse, storage and shipping/receiving area, and the balance will be used for offices.

This latest expansion follows another investment by Agilent last year to its Wilmington-area Little Falls R&D labs. Agilent employs 18,000 people worldwide, including more than 950 in Delaware. The Newport site employs 110 workers, and the expansion is expected to create additional new jobs over the next 10 years.

“Delaware has a strong manufacturing history, and this latest investment by Agilent Technologies confirms the company’s commitment to innovating in the First State,” said Governor John Carney. “We are pleased Agilent will be expanding and bringing more good-paying jobs to the state’s strong science, technology and biopharmaceutical sectors.”

The Newport facility, one of several Agilent manufacturing sites across the United States, produces liquid chromatography columns used for chemical and biochemical analysis, drug discovery, environmental control and analytical chemistry. Growing worldwide demand for these analytical consumables led the company to review its U.S. facilities to determine the best opportunity to grow production capacity. Agilent’s decision to invest in its Newport site in New Castle County reflects confidence in Delaware’s dynamic business environment and the large pool of regional talent.

Fisher’s Popcorn to Expand in Delaware

Fisher’s Popcorn of Delaware Chooses Delaware for Major Expansion of Manufacturing and Wholesale Operations


WILMINGTON, Del. – Fisher’s Popcorn, which has produced hand-crafted gourmet popcorn in Delaware for 40 years, has chosen Frankford, Delaware, as the location for a new $4.85 million facility that will more than quadruple space for its manufacturing and wholesale operations.

The company’s current production facility in Fenwick Island, Delaware, is approximately 2,000 square feet, and the new 17-acre site on Delaware Route 20 just off the U.S. Route 113 corridor is almost 10,000 square feet. The additional space will allow Fisher’s Popcorn of Delaware to utilize new equipment – including two kettles and a large packaging machine – that will increase production capacity many times over. For example, bag-packing capabilities will rise from eight bags per minute to 30 to 35 bags per minute.

Fisher’s Popcorn of Delaware currently has 22 full-time employees staffing its manufacturing, retail, wholesale and e-commerce operations, all of which are in Sussex County. The company plans to create 20 additional wholesale jobs at the new site over the next three years.

“Fisher’s Popcorn has been a part of the Delaware beach experience and the Sussex County business community for 40 years, and we’re glad the company has chosen to expand here for its next phase of growth,” said Governor John Carney. “Delaware is a great place for manufacturing. This new facility will enable Fisher’s Popcorn to better serve its existing customers and grow its production and wholesale operations.”

Fisher’s Popcorn was founded in Ocean City, Maryland, in 1937, and a branch of the founder’s family began operating Fisher’s Popcorn of Delaware independent from the original company in 1983. Still family-owned and -operated, Fisher’s Popcorn of Delaware has retail shops in the resort towns of Fenwick Island, Rehoboth Beach and Bethany Beach. The company also sells its products online and in more than 2,000 grocery stores across the United States, including many Giant, Weis, Food Lion and Fresh Market locations.

Fisher’s Popcorn officials presented to Delaware’s Council on Development Finance an application for a Jobs Performance Grant of $60,000 and a Capital Expenditure Grant of $145,500 from the Delaware Strategic Fund to support the company’s investment in construction, fit-out costs and new equipment.

Distribution of grants from the Delaware Strategic Fund are dependent on the company meeting commitments as outlined to the CDF, which reviewed and approved Fisher’s Popcorn of Delaware’s request for up to $205,500 in total grant funding.

“We’re very grateful for the opportunity to expand our operations while still being part of our local community here in Delaware,” said Vice President Russell Hall, who runs the company’s wholesale and e-commerce divisions. “This expansion will enable us to bring the classic flavors of the Delaware beach resorts to more people around the country while adding quality jobs in Sussex County. The grant assistance from the state is a key component to making this happen.”

CP Cases Moving to Delaware to Expand

Global Protective Case Manufacturer CP Cases Chooses Delaware for Relocation, Growth of U.S. Operations

WILMINGTON, Del.  – CP Cases Inc., which designs and manufactures high-performance protective cases and racks used to support industries ranging from broadcasting to defense, has chosen Frankford, Delaware, as the new site for its U.S. operations.

CP Cases USA, which was opened in 2013 by the owner of a similar company in the United Kingdom, will move from an 8,000-square-foot site in Bishopville, Maryland, to a 25,000-square-foot site in Frankford Business Park, which is located along Route 113. The company will bring nine current employees to the Sussex County location and plans to create 16 new jobs there over the next three years.

Delaware Ideal for High-Performance Protective Cases and Racks Manufacturer

“Delaware provides a great environment for small businesses, and we are glad that CP Cases chose to relocate their manufacturing facility to Frankford,” said Governor John Carney. “This investment shows that Delaware remains a leader in innovative manufacturing techniques. We are excited for CP Cases’ expansion, bringing new jobs to Sussex County.”

CP Cases had been searching for additional industrial space to serve its growing customer base, which is found in business sectors such as broadcasting and media; entertainment and live events; energy and marine; medical; and security and defense. Within the entertainment industry, the company’s customers have included musical acts such as the Rolling Stones, Elton John, Led Zeppelin, Queen, and Pink Floyd. Products include rack-mount transit cases, air-conditioned transit cases, Lightweight AirShip containers, camera rain covers, and rugged textile and flexible material products along with customizable industry solutions.

The new Delaware location will allow better utilization of the roto-molding process CP Cases uses to form its molded case and rack products. Natural gas is the most efficient fuel for this process, and Martin Property Development’s decision to bring natural gas to Frankford Business Park and its tenants was key to CP Cases’ decision to locate there. The new gas line – which was supported by a portion of the $1 million Site Readiness Fund grant that Martin Property Development received from the State of Delaware earlier this year – also benefits the Town of Frankford and local residents, as does the central water service Frankford Business Park is supplying them.

Such developments were made possible by cooperation among the developer, local utility companies, and Sussex County. Delaware Prosperity Partnership began assisting CP Cases with its site search after being connected with the company by Sussex County Economic Development Director William Pfaff.

Distribution of grants from the Delaware Strategic Fund are dependent on the company meeting commitments as outlined to the CDF, which reviewed and approved CP Cases’s request for up to $190,110 in total grant funding.
